The Milagros (Miracles), is the name that some catholic church going, devotees call these little figures. The tiny hands, the winged or fiery hearts, some of these shapes are hung in mostly red velvet boards close to the churches' altars, money collectors or any candle praying sections of the church.
The reason why these shapes are hung with safety pins on these boards is because, it is a kind of a thank you note or gesture to a saint or angels that helped somebody recover from an illness or it's passing through an illness. An offering to get well for one self or a family member.
